Minimum Wages

New Delhi - The Government of National Capital Territory of Delhi Vide. Notification No –13(13) Fin. (Exp.)/2006/D12/403 has issued notification regarding revision of minimum wages for part time workers with effect from 1st April 2025.

Rajasthan - The Government of Rajasthan Vide. Notification No – St/CPI/Eng.Wage Board/75/Pt./ has issued notification regarding revision Variable Dearness Allowance payable according to the Engineering Wage Board recommendations for the period of October 2024 to March 2025 signed on 02/05/2025.

Dadra & Nagar Haveli and Daman & Diu - The Government of Dadra & Nagar Haveli and Daman & Diu Vide. Notification No – LE/LI/DMN/MWA-3(11)/2025/88 has issued notification regarding revision Special Allowance payable to the scheduled employments with effect from 1st April 2025.

ESI

Atal Beemit Vyakti Kalyan Yojana

The Employee State Insurance Corporation vide notification no. F. No. N-12011/1/2023- P&D has been extended from 1st July 2024 to 30th June 2026 with relaxed eligibility and enhanced relief rates.This decision follows a draft notification published on 27th February 2025, which received no public objections.

EPFO

Approval of rate of interest on EPF accumulations for the financial

The Government of India vide notification no. R-11018/01/2023-SS-II has approved an interest rate of 8.25% on Employees' Provident Fund (EPF) accumulations for the financial year 2024–25.

UAN Activation and seeding Bank Account with AADHAAR for availing the benefits under ELI Scheme

The EPFO vide notification no. ELI/UANActivation/2025/930083 extended the deadline for UAN activation and seeding of bank accounts with Aadhaar under the ELI Scheme to 30th June 2025. Employers are urged to ensure 100% compliance through special drives and camps in high-pendency areas.

Andaman & Nicobar Islands

Order on revision of working hours of adult in any factory under Factories Act
The Government vide order no. 205 has revised the daily working hours for adult workers in factories to a maximum of ten hours per day, effective immediately. This change aligns with DPIIT directives to improve productivity and simplify regulations under the Ease of Doing Business initiative.

Haryana

Declaration of holiday due to election holiday on 15th June 2025

The Government of Haryana vide notification no. Elec-2025/IR-II/PSCE/Hol/ declared 15th June 2025 (Sunday) as a paid holiday for employees of shops and commercial establishments who are registered voters in areas where Panchayat elections are being held. This is to enable them to cast their votes, as per the powers under the Punjab Shops and Commercial Establishments Act, 1958.

Employment of woman during night shift under Punjab S&E Act

The Government of Haryana vide notification no. 11/26/2025-4Lab issued new guidelines allowing certain establishments like IT, ITeS, banking, hotels, logistics, and export-oriented units to employ women during night shifts (8:00 PM to 6:00 AM), replacing all previous notifications. Employers must apply for exemption at least one month in advance and ensure safety measures such as proper lighting, security guards, transportation with GPS and CCTV, and medical facilities. Consent from women employees is mandatory, and employers must comply with the POSH Act and submit related reports to authorities. Additional conditions include group deployment of women, exclusive lodging arrangements, and adherence to all applicable labor laws and welfare provisions.

Himachal Pradesh

Amendment of BOCW Rules

The Government of Himachal Pradesh vide notification no. LEP-A003/14/2023 amended the 2008 BOCW Rules to streamline verification processes and designate engineering officials for worker certification. Registered construction workers will now be covered under Ayushman Bharat (AB PM-JAY) and HIMCARE health schemes. Additionally, new rules limit financial assistance claims to one family member and set a six-month deadline for claim submissions.

Maharashtra

Establishments in Mumbai city are instructed to register in she box portal before 15th May 2025 to ensure the POSH compliance

As per the Order all private establishments in Mumbai district with 10 or more employees must register their Internal Complaints Committee (ICC) on the SHe-Box portal (https://shebox.wcd.gov.in) by 15th May 2025. This is mandatory under Section 4 of the POSH Act, 2013, and failure to comply may result in a penalty of ₹50,000 under Section 26 of the Act.

First Amendment of Factories Rules

The Government of Maharashtra vide notification no. FAC-2024/C.R.67/Labour-4 introduced Rule 73-ZC through the Maharashtra Factories (1st Amendment) Rules, 2025, to enhance safety in reactors used for exothermic chemical reactions. The new rule mandates predictive, preventive, and protective safety measures, including compatibility testing, heat evaluations, HAZOP studies, emergency protocols, and strict control over process changes. It also sets qualifications for reactor operators and supervisors, requires regular inspections, and enforces detailed documentation and emergency preparedness.

Private Security Agencies Regulation Act

The Government of Maharashtra vide notification no. PSA. 0124/CR No. 56/Spl-4 rescinded its 2008 notification that delegated powers to the Deputy Commandant General, Home Guard, for training and licensing of private security agencies. This decision was made under Section 19 of the Private Security Agencies (Regulation) Act, 2005, and Section 21 of the General Clauses Act, 1897.

Tamil Nadu

Permission To Keep Shops And Establishments Open On All Days Of The Year
The Government of Tamil Nadu vide notification no. II(2)LWSD/441(a)/2025 permitted all shops and establishments with 10 or more employees to operate 24×7 for three years starting from 5th June 2025, under specific conditions. These include mandatory weekly holidays on a rotational basis, regulated working hours, proper wage crediting, and special provisions for women employees such as transport and safety measures. Employers must comply with all listed conditions and existing laws, failing which penal action will be taken.

Tripura

Twelfth Amendment in Factories rules

The Government of Tripura vide notification no. F.7(121)-FB/AM/(Vol-II)/2007/232-49 amended Rule 160 of the Tripura Factories Rules, 2007, through the Twelfth Amendment Rules, 2025. The terms “woman” and “women” are now replaced with “pregnant woman or lactating mother” to provide clearer protections for these groups in factories.

West Bengal

Exemption from filing return in Form III in paper form

The Government of West Bengal vide order no. I/637636/2025 ordered that signed and scanned copies of Form III returns must now be uploaded online instead of submitting physical paper copies, with immediate effect.

Submission of Professional Tax Return - Form III

The Government of West Bengal vide order no. I/637636/2025 introduced a new system requiring return filers to download, sign, and upload the return page via a designated link, without submitting acknowledgements, challans, or hard copies.
