Minimum Wages

Tamil Nadu - The Government of Tamil Nadu Vide. No – Z3/5025/2025 dated 03-Mar-2025 notified revision of minimum wages for 72 scheduled employments including increase of dearness allowance for shops and commercial establishments with effect from 1st April 2025.

Maharashtra – The Government of Maharashtra vide multiple notifications revised minimum wages for security boards in Pune, Nagpur, Nashik, Sangli and Aurangabad.

Madhya Pradesh – The Government of Madhya Pradesh vide. No – 1/11/2024/8272-522 has issued notification regarding revision of minimum wages for scheduled employments with effect from 1st October 2024 to 31-Mar-2025.

Assam - The Government of Assam Vide. No – E-273060/518 has issued notification regarding revision of minimum wages for scheduled employments with effect from 1st July 2024.

Uttar Pradesh - The Government of Uttar Pradesh Vide. No – COUP-PRTN/50/2025 – PRTN has issued notification regarding revision of minimum wages for scheduled employments with effect from 1st April 2025 till 30-Sep-2025.

Telangana - The Government of Telangana Vide Press Note has issued notification regarding revision of minimum wages for scheduled employments with effect from 1st April 2025 till 30-Sep-2025.

ESI

Draft on extending Atal Beemit Vyakti Kalyan Yojana under ESI Act

The ESIC Corporation vide notification no. N-12011/1/2023- P&D announced draft notification of extension of the Atal Beemit Vyakti Kalyan Yojana (ABVKY) from July 1, 2024, to June 30, 2026. This extension proposes relaxed eligibility conditions and an enhanced rate of relief. The notification also invites objections or suggestions from the public within 30 days of publication, which should be addressed to the Insurance Commissioner, Shri Deepak Joshi, at the Employees’ State Insurance Corporation in New Delhi.

EPFO

Removal of Employer Approval for Adhaar Seeding

Employee Provident Fund Organization (EPFO) vide Circular No. WSU…/2024-25/16 removed uploading of image of cheque leaf/attested bank passbook and also the requirement of employer approval for seeding bank account details with UAN.

State wise Notifications

Andhra Pradesh

Amendment of shops and establishments rules

The Government of Andhra Pradesh vide notification no. G.832 amended the Andhra Pradesh Shops and Establishments Rules, 1990, to enhance the legal framework for managing shops and commercial establishments. The amendments include appointing Labour Department officers as authorities and appellate authorities for handling fines, and establishing a clear appeal process for fines imposed under the Act. These changes also increase the penalties for violation of Rules with fine up to INR 10000 for first offence.

Exemptions to all ITES and IT establishments under shops and establishment act

The Government of Andhra Pradesh vide notification no. G.920 has exempted all Information Technology Enabled Services (ITES) and Information Technology Establishments from certain provisions including the employment of women in night shifts under the Andhra Pradesh Shops and Establishments Act, 1988, for five years. This exemption is effective from the date of publication of the notification (25/3/2025). The exemption is subject to specific conditions outlined in the notification.

Assam

Revision of Professional Tax Slab

Goa

Paid holiday due to Municipal elections

The Government of Goa vide notification no. 37/3/2019-GAD-llI /917 has declared Sunday, March 9, 2025, as a paid holiday for the polling day of the bye-election to Ward No. 11 of Village Panchayat Sao Jose de Areal in South Goa. This holiday applies to voters of the bye-election and includes industrial workers, daily wage workers, commercial and industrial workers of private establishments, and workers of institutions governed under the Negotiable Instruments Act, 1881. This paid holiday is in addition to the holidays listed in a previous government notification.

Haryana

LWF Contribution limit annual revision

The Government of Haryana vide notification no. HLWB/REV/2025/1306-1530 amended stating each employee must contribute 0.2% of their salary (up to ₹34) to the Fund monthly, while employers contribute twice that amount. The contribution limit will be adjusted annually based on the consumer price index, starting from January 1st each year. This ensures that contributions remain aligned with inflation. The existing contribution in Haryana for the calendar year was Rs.31/- for employee and Rs.62/- for employer. For calendar year 2025, the employee contribution is increased to INR 32/- for employee per month and employer contribution is Rs.68/- per employee per month, totalling to INR 102/- per month per employee.

Online Filing of ER-1 in Haryana

The Employment Department in Haryana has notified that for the quarter ending 31-Mar-2025, the quarterly ER-1 returns under Employment Exchange (Compulsory Notification of Vacancies) Act, may be filed online on or before the due date of 30-Apr-2025 on the portal hrex.gov.in.

Jammu and Kashmir

Amendment in BOCW Act

Government of Jammu and Kashmir vide notification no. LE-LAB/17/2022- 12 (187738) amends the composition of the Jammu and Kashmir Building and Other Construction Workers Welfare Board by updating the roles of the Chairperson, Vice Chairperson, and adding a representative from women construction workers to be nominated.

Madhya Pradesh

Guidelines related to ensuring effective determination and recovery of building and other construction workers welfare cess

Government of Madhya Pradesh vide notification no. 17/7/GR/TA2024/8701-56 issued new guidelines to improve the assessment and recovery of the Building and Other Construction Workers Welfare Cess. This directive addresses inefficiencies and delays in the cess collection process, highlighting issues such as incomplete registrations, delayed assessments, and unsatisfactory recovery efforts. The government has outlined specific steps for local bodies and cess assessment officers to ensure timely transfer, proper verification, and immediate registration of construction works to streamline the process and support construction workers' welfare.

West Bengal

Payment of bonus Eid-ul-Fitre for the year 2025 to Muslim workers

Government of west Bengal vide notification no. Labr. /336/(LC-IR)/22013/56/2019 hasmade an appeal to all employers to follow guidelines for payment of bonus to muslim workers before Eid-Ul-Fitre of 2025. .
