Trade circular on relaxation in registration and filing of returns under Maharashtra Tax on Trade, Callings and Profession Act
The Government of Maharashtra Vide No. CST/ACSTHQ-3/PT/25-26/B-315 , has released Trade circular on relaxation in registration and filing of returns under Maharashtra Tax on Trade, Callings and Profession Act. Registration and return filing for Profession Tax has been temporarily disabled, and taxpayers are directed to make payments using their PAN. PTRC taxpayers may alternatively pay using their valid registration number with the correct return period. Payments made by PAN on or before the prescribed dates will be treated as valid once registration is completed by 30 April 2026.

It also introduces revised rules on employment of women and young persons, including night shift permissions with safeguards, enhanced security, transport, and compliance requirements.

Punjab

The Government of Punjab Vide Notification No. BOCW:2026:696, has released Notification regarding Registration of Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) (MGNREGA) Workers under the Building and Other Construction Workers (BOCW) Act. Work done under the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (formerly MGNREGA) will now be recognized as valid construction work for BOCW welfare board registration. The days worked under the scheme will count toward the 90 day eligibility requirement under the BOCW Act, with remaining days—if any—fulfilled through other sources.

The Amendment introduces the post of Inspector, empowers Registering Officers (and their subordinates) to impose penalties, and adds provisions for issuing notices to offending employers. It also strengthens enforcement by prescribing fines ranging from ₹5,000 to ₹1,00,000 for failure to comply within seven days of notice.

The Government of Chhattisgarh Vide No. ESTB/296/2026-LABOUR , has released Amendment notification under Chhattisgarh Factories Rules, 1962. to introduce explicit protections for pregnant women, lactating mothers, and young persons. The amendments define these groups and prohibit their employment in various hazardous processes involving chemicals, metals, lead, glass manufacturing, benzene, solvents, pesticides, pottery, slate pencil production, carcinogenic dye intermediates, and other high risk industrial operations. For all other women workers, employment in these processes is permitted only if factories implement strict safety controls, including enclosed or automated systems, air and vapor monitoring, respiratory protection, specialized PPE, heat and exposure control, regular medical surveillance (such as blood lead tests), biological monitoring, emergency response readiness, and ongoing safety training.
