West Bengal - The Government of West Bengal Vide. Notification No –20/Stat/14/RW/24/2023/LCS/JLC has issued notification regarding revision of minimum wages for scheduled employments with effect from 1st July 2025 to 31st December 2025.
ESI
SPREE Scheme
The ESIC vide notification no. P-11/12/Agenda/06/2016-RevenueII has launched the SPREE scheme to encourage registration of factories/establishments and employees under the ESI Act, 1948. This one-time scheme runs from 1st July to 31st December 2025, allowing registration without retrospective penalties. Employers and employees registering during this period will be considered covered from their declared registration date, and wide publicity is advised.

The ESIC vide notification no. P-11/19/2005-Rev. I have allotted the regional code 88 to establishments located in the Union Territory of Dadra & Nagar Haveli and Daman & Diu.

Andaman & Nicobar
Increase of Intervals of Rest in all Factories
The Government of Andaman & Nicobar vide order no. 218 has revised rest intervals for adult factory workers under Section 55 of the Factories Act, 1948. Workers must not work more than six hours without a minimum 30-minute rest break. This order, aimed at improving productivity and regulatory ease, is effective immediately until further notice.
Haryana
Public Notice for Recognition as a Competent Person under Factories Act, 1948
The Government of Haryana vide public notice invites applications for recognition as a “Competent Person” under the Factories Act, 1948 and Punjab Factory Rules, 1952, to conduct safety-related inspections, tests, and certifications of factory infrastructure such as buildings, lifts, pressure plants, and dust extraction systems.
Punjab
365 days opening the establishment exemption under Punjab Shops and Commercial Establishments Act
The Government of Punjab vide notification no. LabOPSCA/2/2024-5L/496 has extended permission for all shops and commercial establishments to remain open 365 days a year until 31st May 2026, under the Punjab Shops and Commercial Establishments Act, 1958. This exemption is subject to strict conditions including weekly paid holidays, maximum work hours, rest breaks, and safety measures—especially for female employees. Employers must also ensure compliance with labor laws, maintain employee consent records, and form Internal Complaint Committees under the PoSH Act
Tamil Nadu
Amendment of Shops and Establishment Act
The Government of Tamil Nadu vide notification no. 263 stated amendment by introducing a new Chapter IX to the 1947 Act, establishing a structured penalty and adjudication mechanism for violations of various provisions, with fines ranging from ₹5,000 to ₹1,00,000 depending on the nature and frequency of the offence. It empowers adjudicating officers, appointed by the State Government, to conduct inquiries, impose penalties, and direct compensation to aggrieved employees. The Act also allows for the compounding of offences before penalties are imposed and provides a formal appeal process through an Appellate Authority. Additionally, penalties can now be recovered as arrears of land revenue, enhancing enforcement efficiency
Amendment of Tamil Nadu Factories Rules and Tamil Nadu Building and other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2006
The Government of Tamil Nadu vide notification no. SRO A-16/2025 stated a draft amendment in Building and Other Construction Workers Rules to extend legal protections to inter-state migrant workers under the 1979 Act. A draft amendment to the Factories Rules proposes allowing fireworks factories to employ up to 15% more workers than the licensed limit under the Explosives Act. Public feedback on the draft amendment is invited within 45 days of its publication in the Tamil Nadu Government Gazette.
SOP for the implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act
The Government of Tamil Nadi vide order No. 64 has approved Standard Operating Procedures (SOPs) for the effective implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, following recommendations from the Commissioner of Social Welfare. These SOPs are mandatory for all departments and establishments in the state to ensure proper redressal mechanisms and compliance with the Act.
West Bengal
Mandatory Implementation of Direct Beneficiary Transfer (DBT) for Disbursement of Government Share of Stipend to Apprentices – Effective from the Stipend Month of July 2025
The Board of Practical Training (Eastern Region) vide notification no. BOPTER/DBT/2025 stated the Government of India will disburse its share of apprentice stipends directly to apprentices’ bank accounts via the Direct Benefit Transfer (DBT) system under the National Apprenticeship Training Scheme (NATS). Establishments must ensure apprentices are registered with accurate Aadhaar-linked bank details and should no longer include the government share in their stipend payments. This change aims to improve transparency, efficiency, and timely delivery of benefits, aligning with the government’s digital transformation goals.

Public notice on Mandatory Registration on SHE-BOX
The Government of NCT of Delhi vide Public Notice mandated all public and private organizations to register on the Sexual Harassment Electronic Box (SHe-Box) portal, which enables women to file workplace sexual harassment complaints online, regardless of their employment status or sector.
Rajasthan
Public notice on Mandatory Registration on SHE-BOX
The Government of Rajasthan vide Public Notice mandated all public and private establishments with 10 or more employees to form Internal Complaints Committees (ICCs) and register their details on the SHe-Box portal within 15 days, in compliance with the PoSH Act, 2013 and Supreme Court directives. Non-compliance will attract penalties, and support services including One Stop Centres, helplines, and counselling facilities have been made available to ensure workplace safety and redressal for women.
