Government of Jharkhand vide Memorandum No.1/T.M.A(Labor)-08/2011 Serial Number- 2144 dated 19-Oct-2023, notified the minimum wages to different categories of scheduled employments effective from 01-Oct-2023.

Declaration of Paid Holiday for Elections

Government of Haryana vide notification No. Elec-2023/IR-II/PSCE/Hol/3021 dated 02-Nov-2023, has declared holidays for all shops and establishments in Haryana whose employees are registered to vote on 25-Nov-2023 in the State of Rajasthan.

Government of Punjab vide Notification dated 2-Nov-2023 has declared holidays to vote on 25-Nov-2023 in the Legislative Assembly Elections in the Districts of Punjab bordering the State of Rajasthan.

Government of Haryana vide notification No. EIec-2023IIR-II/PSCE/Hol/29744 dated 30-Oct-2023 has declared holidays in certain districts on the occasion of ward elections on 05-Nov-2023.

Government of Madhya Pradesh vide notification No.09/27/dtd/2023/32380-32503 dated 26-Oct-2023, has announced paid holiday on occasion of general election 2023 on 17-Nov-2023.

Notification of new Manipur Shops Act

The Government of Manipur vide gazette notification dated 6-Nov-2023 notified the Manipur Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2021 which received the assent of the President of India on 13-Oct-2023.

Change of Date of Festival Holiday in States.

Andhra Pradesh Government vide Gazette notification dated 6-Nov-2023, has notified the change in Deepavali holiday to Monday 13-Nov-2023.

Tamil Nadu Government vide Circular dated 07-Nov-2023, has given reference to News Publication No.2217 dated 6-Nov-2023 from Director, Information and Public Relations Department that the change in Deepavali holiday to Monday 13-Nov-2023 from Sunday 12-Oct-2023 and thereby compensating working on a Saturday i.e., 18-Oct-2023 for government servants.

Hyderabad Joint Commissioner of Labour vide Order dated 20-Oct-2023 notified change of general holiday for Vijaya Dashami festival to Monday and Tuesday (i.e., 23-Oct-2023 & 24-Oct-2023) instead of 24-Oct-2023 and 25-Oct-2023.

Amendment of J&K Factories Rules.

Government of Jammu and Kashmir vide Notification dated 3-Nov-2023 has omitted Rule 50 of the J&K Factories Rules, 1972.

ESIC-Circular on Registration of employees within 10 days of appointment.

Employees’ State Insurance Corporation (ESIC) vide Circular dated 6-Nov-2023 has reiterated that employer can file contribution of employees from the date of appointment in case employer submits relevant details in respect of any show cause notice to the concerned regional office.

SEZ notification on extension of work from home for IT/ITeS

Department of Commerce vide Notification dated 7-Nov-2023 has extended hybrid working requirements under Rule 43-A of the Special Economic Zone Rules, 2006, permitting IT/IT enable services to continue work from home till 31-Dec-2024.

ESIC guidelines issued for home delivery of drugs

ESIC vide Circular dated 03-Nov-2023 issued guidelines to supply of drugs through home delivery to senior citizens with chronic illness and getting prescribed medicines for more than 30 days as well as such dependents seeking teleconsultation through e-Sanjeevani/Dhanwantri.

Paytm and Airtel Payments Bank added by RBI for EPF benefit payment.

Employees Provident Funds Organization vide Circular dated 01-Nov-2023, notified that per Reserve Bank of India’s inclusion of Paytm Payments Bank Limited and Airtel Payments Bank Limited in the second schedule to the Reserve Bank of India Act, 1954, EPF benefit payments can now also be made through these two scheduled commercial payment banks also.

Absorption of J&K EPFO into Central EPFO

EPFO vide Office Order No.188 dated 23-Oct-2023, notified that the Jammu and Kashmir Employees Provident Fund Organization has been absorbed in Central EPFO.

Draft Amendment to Shops Rules in Tamil Nadu for Registration

Government of Tamil Nadu notified on 9-Oct-2023, the draft amendments to the Tamil Nadu Shops and Establishments Rules, 1948 inter-alia proposing Form-Y for application for registration and certification of registration in Form-Z. Presently there is no requirement of registration of an establishment under TN Shops Act, but a one-time application under Festival Holidays is applicable.

EPFO vide Circular dated 06-Oct-2023 notified the standard operating procedure for regulation of EPF exempted establishment.
