Minimum Wages
Jharkhand - The Government of Jharkhand Vide. Notification No – 2/MW-2071/2010 L&T -2119 dated 23-Jul-2025, notified the revision of minimum wages for 41 scheduled employments with effect from 1st April 2025.
Meghalaya - The Government of Meghalaya Vide. Notification No – LE&SD.9/2023/Pt/14 dated 21-Jul-2025, notified the revision of minimum wages for 29 scheduled employments with effect from 1st April 2025.
Madhya Pradesh - The Government of Madhya Pradesh Vide. Gazette Notification No – 27 dated 04-July-2025, notified the modification of minimum wages for some of the scheduled employments.
Maharashtra - The Government of Maharashtra Vide. Notification No – KPV/KVA2025/KO-10/8008 dated 04-August-2025, notified the revision of minimum wages for 67 scheduled employments with effect from 1st July 2025 to 31st December 2025
ESI
Monitoring of registration of employers/employees under SPREE programme
The ESIC vide notification no. P-11/12/Agenda/06/2016-Revenue II dated 14-Jul-2025, directed its field officers to implement/monitor the “Scheme to Promote Registration of Employers and Employees” (SPREE) under the ESI Act. Field offices are instructed to lead awareness campaigns, facilitate online registrations, and ensure no inspections or surveys are conducted on newly registered units during this period. Regional and Sub-Regional Offices must submit fortnightly progress reports, and all outreach efforts should be coordinated with relevant government departments and stakeholders.
Amnesty Scheme
The ESIC vide notification no. P-11/14/Amnesty Scheme/2023-Rev.II dated 24-Jul-2025 announced the New Amnesty Scheme 2025, effective from October 1, 2025 to September 30, 2026, to facilitate withdrawal and settlement of criminal and civil cases filed under various sections of the ESI Act. The scheme aims to reduce litigation, improve stakeholder relations, and allows employers and insured persons to resolve disputes outside court, including cases related to coverage, late declarations, and workplace accidents.
Maharashtra Draft to include medical and educational institutions under ESI ambit.
The Government of Maharashtra vide gazette notification no.293 dated 29-Jul-2025 notified draft notification effective from 28-Aug-2025 to extend the ESI Act to educational institutions and medical institutions (including private and corporate organizations).
\\ **EPFO**
Furnishing accurate Gross Wages in monthly ECR for the purpose of availing benefit under employment linked incentive Scheme.
The EPFO vide circular no. ELI/GrossWagesinECR/2025/E-1132964 directed all employers to accurately report gross wages in the Electronic Challan-cum-Return (ECR) from August 2025 onwards, as eligibility for benefits under the Employment Linked Incentive (ELI) Scheme depends on employees earning less than ₹1 lakh. All regional and district offices are instructed to widely publicize this requirement to ensure compliance.
Postponement of launch event of employment linked incentive Scheme.
The Karnataka EPFO vide Circular No.KN/MLR/RO/RPFCs Sectt./2025-26 dated 31-Jul-2025, informed the members of Kanara Chamber of Commerce and Industry (KCCI), that the launch event of Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) originally scheduled for 1-Aug-2025 has been postponed and a revised date will be communicated.
Mandatory Allotment and activation of UAN through UMANG APP
EPFO Vide Circular No. WSU/MemberProfilePt1/E-965649/2025-26/22 dated 30-Jul-2025, mandated that employers can no longer create UANs (Universal Account Numbers) for new employees, except in two specific cases: international workers and citizens of Nepal or Bhutan, who can continue using the employer-based process. UAN generation and activation for all other employees must be done exclusively by the employee through Aadhaar-based face authentication using the UMANG mobile App.

Andaman & Nicobar Islands
Third Party Certification Self Inspection – Ease of Doing Business
The Government of Andaman & Nicobar Islands vide notification no. No.55/2025/F.No.M-2530973/1/2025-ALC(SA)-LAB_AN/766 dated 1-Jul-2025, announced the implementation of a “Third Party Certification/Self-Inspection Mechanism” for factories, shops, and commercial establishments under various labour laws. This initiative, aligned with the Ease of Doing Business framework by DPIIT, aims to reduce compliance burdens and promote transparency and accountability in inspections. The mechanism includes a risk-based inspection scheme for factories and third-party certification for shops and establishments, effective immediately.
Bihar
Bihar Amendment of Factories Act to extend 12 hours working per day.
The Government of Bihar vide notification no. VSV-13/2025-3167/VS dated 24-Jul-2025, amended Sections 54 and 55 of the Factories Act, 1948 to support industrial growth and ease of doing business by allowing extended daily work hours up to 12 hours (within a 48-hour weekly limit) with worker consent and paid holidays. Additionally, the government may restrict production in specific factory groups via notification. These changes are effective immediately across the state.
Himachal Pradesh
Quarterly Return of Women employed in night shift for Shops in Himachal Pradesh
The Government of Himachal Pradesh vide notification no. LEP-A003/15/2023-Pt-II dated 05-Jul-2025, permitted women to work night shifts in shops and commercial establishments for one year. This exemption from Section 29(1) of the Himachal Pradesh Shops & Commercial Establishments Act, 1969 is subject to strict safety, welfare, and reporting conditions. Employers must ensure transportation, workplace safety, maternity benefits, and compliance with the Sexual Harassment Act, among other requirements. Additionally, employers are required to send a quarterly return to the Inspector about details of employees engaged during night shift through electronic mode.
Odisha
Self-certification for women working in night shift in Factories.
The Government of Odisha vide notification no. LESI-LL2-FM-0008-2025-6721/LESI dated 24-Jul-2025, has permitted registered factories to employ women workers during night shifts (7:00 p.m. to 6:00 a.m.) with their written consent, provided adequate safety, welfare, and security measures are in place. These include GPS-enabled transport, separate facilities, crèche arrangements, CCTV surveillance, and prominently displayed helpline numbers. A format has been provided in the notification, wherein the employers must submit the self-certification confirming compliance, and failure to meet the conditions will attract penalties under Section 92 of the Factories Act, 1948.
Dadra and Nagar Haveli and Daman & Diu
Final notification of Shops and Establishments Rules, 2025
The Union Territory Administration of Dadra & Nagar Haveli and Daman & Diu vide notification no. LE/LI/DMN/SE-R/388/2025/172 dated 24-Jun-2025, repealed the Dadra & Nagar Haveli Shops and Establishments Rules under the Gujarat Shops and Establishments Rules, 2020 and the Goa, Daman and Diu Shops and Establishment Rules, 1975 as applicable to the Daman and Diu by giving effect to the Daman & Diu Shops and Establishments (Regulation of Employment and Conditions of Service) Rules, 2025. The new rules aim to regulate employment and working conditions in shops and establishments across the Union Territories of Dadra and Nagar Haveli and Daman & Diu.
Tamil Nadu
Amendment of Form-No.1 under Tamil Nadu Catering Establishments Rules, 1959
The Government of Tamil Nadu vide notification no. SRO A-18/2025 dated 20-Jun-2025, amended Form No. I of the Tamil Nadu Catering Establishments Rules, 1959 requiring details of Labour Welfare Fund contributions and a photograph of the Tamil name board as proof of display. Additionally, all columns in the form must be mandatorily filled, replacing the earlier instruction to complete it in ink or typed.
Uttar Pradesh
Amendment of UP Factories Rules
The Government of Uttar Pradesh vide notification no. 963/XXXVI-03-2025-1792147 04-Jul-2025, amended the Uttar Pradesh Factories Rules, 1950 which allows women workers to be employed in previously restricted factory operations—such as baths, lead processes, glass blowing, and gas generation areas—with their written consent, provided international safety standards and modern equipment are adopted. Young persons and pregnant/breastfeeding women remain prohibited from working in these areas, and employers must ensure workplace safety, hygiene, and proper lighting. These changes aim to expand employment opportunities for women while maintaining occupational safety and health standards.
Rajasthan
SHE Box
The District Collector of Jaipur vide public notice has directed all workplaces with 10 or more employees to constitute and display on the notice board of the establishment details of Internal Complaints Committee under the Sexual Harassment of Women at Workplace Act, 2013, and also register details on the SHE-Box portal within 15 days. Additionally, various support centres including One Stop Centres, Women Helpline (181), and counselling facilities are available across Jaipur to assist women facing violence or harassment.
Punjab
Amendment of Factories Rules
The Government of Punjab vide notification no. Labour-Lab0FAFR/7/2025-2L/1161467 dated 28-Jul-2025 stated the powers exercisable by the State Government under section 66(1)(b) of Factories Act, 1948, shall now be exercisable by the Labour Commissioner-cum-Director of Factories, Punjab.
Karnataka
Amendment of BOCW Rules
The Government of Karnataka vide notification no. LD 116 LET 2025 dated 16-Jul-2025 amended the Building and Other Construction Workers’ (Regulation of Employment and Conditions of Service) Karnataka Rules, 2006, effective from the date of publication. The amendment increases the financial assistance under Rule 44 from ₹71,000 to ₹1,46,000 and revises Rule 47 to clarify that nominees of deceased registered workers are entitled to compensation. A new provision grants ₹8 lakhs compensation to the nominee of a registered construction worker who dies due to a workplace accident.
