Jharkhand - The Government of Jharkhand Vide No.2/MW-2071/2010,L&T-2723 has issued notification regarding revision of minimum wages for various scheduled employment with effect from 1st Oct 2025.

Rajasthan - The Government of Rajasthan Vide No. St/CPI/Eng.Wage Board/75/Pt has issued notification regarding revision of VDA payable with effect from 1st April 2025.
Goa - The Government of Goa Vide No. CLE/PA/MWA-VDA/(10)/2016/4398 has revised VDA and minimum wages for scheduled employment with effect from 1st Oct 2025.

Odisha - The Government of Odisha Vide No. 8584/LC has issued notification regarding revision of minimum wages for Scheduled Employment with effect from 1st Oct 2025.

Central

Notification regarding implementation of the Industrial Relations Code, 2020 w.e.f 21st Nov 2025

The Ministry of Labour and Employment Vide S.O. 5320(E) Notification regarding implementation of the Industrial Relations Code, 2020 (“IR Code”) effective from 21st Nov 2025. Section 40 of the IR Code mandates issue of 21 days prior notice before wages of workers are restructured. Worker excludes person with managerial capacity. Even workers with supervisory capacity drawing above 18000 per month are excluded. Standing Orders are mandated for establishment with head count above 300.

Notification regarding implementation of the Code on Wages, 2019 w.e.f 21st Nov 2025

The Ministry of Labour and Employment Vide S.O. 5322, has released Gazette Notification regarding implementation of the Code on Wages, 2019 effective from 21st Nov 2025. The new Code on Wages removes payment due date of 10 days, makes minimum wages applicable to all employments by removing scheduled employment, introduces national floor wage, and mandates restructuring of payroll in line with the new definition of wages to be at least 50% of the gross.

Notification regarding implementation of the Occupational Safety Health and Working Conditions Code,2020 w.e.f 21st Nov 2025

The Ministry of Labour and Employment Vide S.O. 5321(E), has released Notification regarding implementation of the Occupational Safety Health and Working Conditions Code,2020 w.e.f 21st Nov 2025. Inter-alia, mandates issue of appointment letters, annual medical check up of employees above 40 years of age, and mandates safe workplace and welfare facilities.

Notification regarding implementation of the Social Security Code, 2020 w.e.f 21st Nov 2025

The Ministry of Labour and Employment Vide S.O. 5319(E), has released Notification regarding implementation of the Social Security Code, 2020 w.e.f 21st Nov 2025. The new provisions include contribution towards gig workers, review contractor agreements to ensure payment of benefits (including gratuity and bonus) by Principal Employer before 7th , etc.

Press release on Launch of EPFO's Employees’ Enrolment Scheme -2025

The Ministry of Labour & Employment launched the Employees’ Enrolment Scheme – 2025 to promote voluntary EPF compliance and expand social security coverage.
Employers can enrol employees left out between July 2017 and October 2025, with waived employee contributions and minimal penalties.
The scheme runs from November 1, 2025, to April 30, 2026, aiming to simplify compliance and achieve universal EPF inclusion.

The Employees State Insurance Corporation (“ESIC”) has circulated vide a scrolling Note/news regarding the OTP Base two factor authentication for employer login has been temporarily suspended in ESIC Website. Please refer the note for more details.

ESIC Circular on Implementing the Social Security Code, 2020 and Expanded Family Coverage T he ESIC vide circular No.N-11011/2/2025-BFT-II announced that following the Central Government’s notification bringing the Code into force on 21 November 2025, ESIC will now operate under the new law instead of the ESI Act, 1948. It directs all ESIC field offices and covered establishments to adopt the revised definitions of “dependant” and “family” under the Code, which expand who can receive medical and dependent benefits (for example, adding widowers, grandparents and certain in‑laws of insured persons). The circular instructs employers to update ESIC records and employee declarations accordingly so that eligible family members can access benefits under the broadened coverage framework.

EPFO

Circular regarding Examination and Format of EDLI Exemption/Extension

The Employees Provident Fund Organisation (EPFO) vide No.1189836/ EDLI/directions /FO/X/2025-Part(1), has released Circular laying down how field offices must examine and process applications for EDLI exemption or extension, and prescribes a standardised format and documentation for such requests. It clarifies the powers of authorities (including use of the amended provisions that allow exemptions) and aims to make scrutiny of employer applications more consistent and transparent across regions.

Notification of the Contract Labour Regulation, 2025

The Ministry of Law and Justice Vide No. 45, has released Notification of the Contract Labour (Regulation and Abolition) Andaman and Nicobar Islands (Amendment) Regulation, 2025. revises the applicability threshold from 20 to 50 workers for registration and compliance. It also updates definitions to designate the Administrator of Andaman & Nicobar Islands as the “State Government” under the Act.
The amendment aims to ease compliance for smaller establishments while maintaining regulatory oversight for larger ones.

Notification of the Andaman and Nicobar Islands Shops and Establishments (Amendment) Regulation, 2025

The Ministry of Law and Justice Vide No.47, has issued Notification of the Andaman and Nicobar Islands Shops and Establishments (Amendment) Regulation, 2025. establishments employing 20 or more persons and mandates online registration with revised fee slabs. Working hours are increased to 10 per day, spread-over to 12 hours, and overtime capped at 144 hours per quarter. Women can work between 7 PM and 6 AM with consent and adequate safety measures, while hazardous work requires additional safeguards. The amendment introduces digital compliance and updated registration fees based on workforce size.

The Government of Assam Vide File No. SW/17/19/2024-MAG-KMM, has released public notice regarding constitution of ICC committee under POSH Act, 2013.

Andhra Pradesh

Amendment of Working Hours to 10 hours per day and exempting establishment with headcount less than 20

The Government of Andhra Pradesh Vide G.O.M.s.No.23 dated 03-Nov-2025 has appointed 03-Nov-2025 as the date from which the Andhra Pradesh Shops and Establishments (Amendment) Act, 2025 shall com into force. These are relating to qualifications and service conditions like 10 (ten) hours of work per day, increasing over time to 144 hours per quarter, and exempting shops with less than twenty (20) employees from provisions of the Act except registration/renewal. The Act also permits women to work before 6 AM and after 8:30 PM with safety, consent, and transport provisions.

Amendment of Factories Rules, 1950 for Safety Officer

The Government of Andhra Pradesh Vide G.O.M.s.No.22, has amended Rule 61-A of Andhra Pradesh Factories Rules, 1950 by addition of a proviso with relating to safety officers.

Ladakh

Notification of the Factories (Ladakh) Amendment Regulation, 2025

The Ministry of Law and Justice Vide No. 52, has released Notification of the Factories (Ladakh) Amendment Regulation, 2025. Increasing daily working hours to 10 and spread-over to 12 hours, with overtime capped at 144 hours per quarter.
Women can work night shifts with consent and adequate safety measures, including transport and security provisions. The threshold for certain provisions is raised from 10 to 20 workers, and definitions updated to reflect Ladakh’s administrative structure.

Dadra and Nagar Haveli

The Ministry of Law and Justice Vide No.51, has issued Notification of the Dadra and Nagar Haveli and Daman and Diu Shops and Establishments (Regulation of Employment and Conditions of Service) Amendment Regulation, 2025,amending the Gujarat Shops and Establishments Act provisions for the Union Territory. It designates the Administrator as the “State Government” and permits women to work between 9 PM and 6 AM with consent and adequate safety measures. Employers must ensure security, transport, and safeguards for hazardous processes before employing women in night shifts.

Notification of Industrial Disputes (Dadra and Nagar Haveli and Daman and Diu) Amendment Regulation, 2025

The Ministry of Law and Justice Vide No.13, has issued Notification of the Industrial Disputes (Dadra and Nagar Haveli and Daman and Diu) Amendment Regulation, 2025 increasing the applicability from 100 workers to 300 workers.

Chhattisgarh

Haryana

Notification of the Haryana Shops and Commercial Establishments (Amendment) Ordinance, 2025

The Government of Haryana Vide No. Leg. 27/2025, has released Notification of the Haryana Shops and Commercial Establishments (Amendment) Ordinance, 2025 amending the Act’s provisions to establishments with 20 or more workers, while Section 13A applies to those with fewer than 20. Notification regarding IT Sector Standing Order Exemption in Haryana

The Government of Haryana Vide No. 11/80/2025-4Lab, has released Notification regarding IT Sector Standing Order Exemption. Exempted IT/ITES, Startups, Animation, Gaming, BPO, KPO, and other knowledge-based industries from the Industrial Employment (Standing Orders) Act, 1946 for five years. Conditions include forming an Internal Committee under the Sexual Harassment Act and a Grievance Redressal Committee with equal employer-employee representation. The exemption will cease once the Industrial Relations Code, 2020 is implemented.

Karnataka

Notification of the Karnataka’s Menstrual Leave Policy, 2025

The Government of Karnataka Vide Cabinet Note No. 834/2025,mandatedgrant of one paid day leave per month (12 days annually) to women employees aged 18–52 across government and private sectors. The leave is non-carry-forward, requires no medical certificate, and aims to promote women’s health, inclusivity, and workplace productivity. For now, there are no provisions for non-compliance, as the notification has not been issued under powers granted under Shops and Establishment Act or the Factories Act.

Maharashtra

Draft notification of the Maharashtra Shops and Establishments Rules

The Government of Maharashtra Vide No. MSA-1225/C.R. 153 /Lab-10, has released Draft notification of the Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Rules, 2025, proposing increase in threshold for registration from 10 employees to 20 employees. The amendment also proposes safety measures for women working between 9:30 PM and 7:00 AM, including transport, lighting, CCTV, and written consent. Employers must ensure at least two women on duty during night shifts and conduct grievance meetings every eight weeks.

Notification regarding Exemption from Payment of late fee under sec 6(3)of the Professional Tax Act, 1975 for filing of returns for the period of October 2025

The Government of Maharashtra Vide Trade Circular No.16T of 2025, has released Exemption from Payment of late fee under sec 6(3) of the Professional Tax Act, 1975 for filing of returns for the period of October 2025, while also extending the due date for monthly PTRC return from 30-Nov-2025 to 06-Dec-2025.

Tripura
