Minimum Wages
Karnataka - The Government of Karnataka Vide. No – KAF/20/LMW has issued notification regarding revision of minimum wages for shops and establishments and other scheduled employment with effect from 1st April 2025.
Thane & Navi Mumbai ( Maharashtra )- The Government of Maharashtra Vide. No – suram/vibh/aldo/2025 – 1216 has issued notification regarding revision of minimum wages for security guards / officers with effect from 1st January 2025.
Maharashtra - The Government of Maharashtra Vide P.V/K.V.A/V.B/2025(1)/Kayo-10/2328-2334 has issued notification regarding revision of minimum wages for shops and establishments with effect from 1st January 2025 to 30-Jun-2025.
Uttarakhand - The Government of Uttarakhand Vide. No – 2492/36-1-2000-549 has issued notification regarding revision of minimum wages for Engineering Industry with effect from 1st February 2025 to 31-Jul-2025.
Gujarat – The Government of Gujarat vide. No – Sr.A.6/T.3/525/2024 has issued notification regarding revision of minimum wages for various scheduled employments effect from 1st October 2024 to 31-Mar-2025.
Assam - The Government of Assam vide. No – E – 238621/694 has issued notification regarding revision of minimum wages for various scheduled employments effect from 1st June 2024.
ESI
Approval for bearing 100% expenditure upto ceiling limit by ESIC on the cost of repair/replacement of Cochlear implant to ESI beneficiaries on cashless basis
The ESIC vide Notification No. U-13016/2/2024-MED-I adopted the CGHS policy for cochlear implants. Due to beneficiaries' financial conditions, ESIC will cover 100% of the cost for cochlear implant upgrades or replacements, up to ₹5,35,000, on a cashless basis. This requires approval from two ENT surgeons and adherence to CGHS guidelines. Monthly reports on approved cases must be submitted to the headquarters.
Policy document for the provision of Medical services to ESlC beneficiaries
The ESIC vide Notification No. U/1 60/2024-lvlED- l-Part( 1 ) stated that the ln-principal approval on the policy for provision of Medical services to ESlC beneficiaries in non-implemented, partially implemented districts and Un-served Areas through state PHC’s and CHC’s has been accorded by the chairman, ESI Corporation. The policy document enclosed with notification is being circulated for necessary action.
EPFO
The EPFO vide press note stated that interest rate on employees' provident fund (EPF) deposits will be remained unchanged at 8.25% for year 2024-25. EPFO's apex decision-making body Central Board of Trustees (CBT) has decided to provide 8.25 per cent rate of interest on EPF for 2024-25 at its meeting on 28/02/2025.
Chhattisgarh
Notification of effective date for shops and establishment act
The Government of Chhattisgarh vide Notification No. F-10-12/2017/16/434 notified the effective implementation date of 13th February 2025 for the Chhattisgarh Shops and Establishments Act, 2017, which was first published in the Chhattisgarh Gazette (Extraordinary) on 23rd August 2018. In addition, the Chhattisgarh Shops and Establishments (Regulation of Employment and Conditions of Service) Rules, 2021 were published on 3rd February 2022, laying down the rules for the implementation of the Act.
Delhi
Cleaning, washing, dry cleaning clothes is 'manufacturing' under Factories Act: Supreme Court
The Supreme Court via case State of Goa & ANR vs Namitha Tripathi held that the business of laundry involving cleaning and washing of clothes including dry cleaning would be covered by the expression ‘manufacturing process’ under the Factories Act, 1948. The two-Judge Bench comprising Justice B.R. Gavai and Justice K.V. Viswanathan observed, “Reverting to the statutory provisions, it is clear on a plain reading of Section 2(k) of the Act of 1948 that ‘washing or cleaning’ of any article or substance with a view to its delivery is clearly covered by the phrase “manufacturing process”. Where the words of statute are clear, the plain meaning has to be given effect. We have no doubt in our mind that the business of laundry carried on by the respondent involving cleaning and washing of clothes including dry cleaning would be squarely covered by the expression “manufacturing process”. Admittedly, they employed more than 9 workers in the centralized processing unit and used the aid of power.
Telangana
The Government of Telangana vide notification. No. 2 amended the Telangana Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 1999. The amendment updates the registration fees for establishments, increasing the amounts previously set. This change was published in the Telangana Gazette on February 25, 2025.
Haryana
The Government of Haryana vide notification. No. Elec-2025/IR-II/PSCE/Hol/4335 stated that State Election Commission, Haryana has scheduled general elections for various municipal positions on March 2, 2025, and March 9, 2025. To facilitate voting, the Governor of Haryana has declared these dates as paid holidays for eligible voters working in shops and commercial establishments. This applies to all workers in the jurisdiction of Haryana who are registered voters.
Meghalaya
The Government of Meghalaya has issued multiple notifications on February 5th, 2025, in a significant move to streamline the ease of doing business in the state. The Department of Labour, Employment & Skill Development has announced that all applications for certain services must now be submitted online through the Invest Meghalaya Portal. In a bid to eliminate offline submission, the following services are now exclusively available via the portal.
