Minimum Wages
Andhra Pradesh - The Government of Andra Pradesh Vide. No – G/430/2025 dated 10-Apr-2025 has issued notification regarding revision of minimum wages for scheduled employments with effect from 01/04/2025 & vide no. G/430/2025 has issued notification regarding revision of minimum wages for contract workers with effect from 01-Apr2025 to 30-Sep-2025.
Bihar - The Government of Bihar Vide. No – M.W.-40-16/2021L&R – 1659 has issued notification regarding revision of minimum wages for scheduled employments with effect from 01-Apr-2025.
Chhattisgarh - The Government of Chhattisgarh has issued multiple notifications regarding revision of minimum wages for scheduled employments with effect from 01/04/2025.
Gujarat - The Government of Gujarat Vide. No – Sr.A.6/T.3,23E & 24E/2024 has issued notification regarding revision of minimum wages for scheduled employments with effect from 01-Apr-2025 to 30-Sep-2025.
Goa - The Government of Goa Vide. No – CLE/PA/MWA-VDA/(10)/2016/1336 has issued notification regarding revision of minimum wages for scheduled employments with effect from 01/04/2025.
Haryana - The Government of Haryana Vide. No – IR-2/2025/11047-89 has issued notification regarding revision of minimum wages for scheduled employments with effect from 01/01/2025.
NCT of Delhi - The Government of NCT of Delhi Vide. No – (142)/02/MW/VII/Part file/211-241 has issued notification regarding revision of minimum wages for scheduled employments with effect from 01/04/2025.
Odisha - The Government of Odisha Vide. No – 2602/LC has issued notification regarding revision of minimum wages for scheduled employments with effect from 01/04/2025.
Punjab – The Government of Punjab Vide. No – ST/8340 has issued notification regarding Adjustment of minimum wages for scheduled employments with effect from 01/03/2025.
Telangana – The Government of Telangana Vide Press note has revised the minimum wages for scheduled employments with effect from 01/04/2025.
EPFO
Advance under Para 68 B (7) based on self-declaration -Reg
The EPFO vide notification no. WSU/RationalisationofAdvances/E-48776/2025-26/18 stated Members can now apply for an advance under Para 68 B (7) with a self-declaration, provided it is claimed after 60 months from the completion of the dwelling house and is not linked to previous withdrawals under Para 68B. The software has been updated to process these advances without rejections if otherwise eligible.
Allotment and activation of UAN through UMANG APP using FAT -reg
The EPFO vide notification no. WSU/MemberProfile/E- 710137/2025-26/17 stated UMANG App now offers three new features using Face Authentication Technology (FAT) for UAN allotment and activation: Direct UAN Allotment and Activation, UAN Activation for Existing UANs, and Face Authentication for Existing Activated UANs. Members can use these features via their smartphones without EPFO/Employer intervention, ensuring foolproof Aadhaar validation and immediate access to EPFO services.
Payment of past contributions of employees by an employer through Demand Draft
The EPFO vide reference no. Compliance/DD/Remittances/M/sLabournet Services India Pvt Ltd/2025/2209 stated Employers unable to remit past dues via Electronic Challan-cum-Return (ECR) can use Demand Drafts for one-time payments, provided future remittances are done using internet banking. The Officer-in-Charge may accept these payments, and an undertaking from the employer is required for beneficiary verification. Efforts should be made to collect returns, and damages and interest must be timely collected as per the Compliance Manual.
Allowing employer to view only the Member’s present Employment Details – reg
The EPFO vide notification no. WSU/MemberProfile/E-710137/2024-25/12 stated that in order to protect Provident Fund members, only current employment details will be visible to employers. However, past EPS membership status will be viewable during onboarding to ensure seamless EPS contributions.

Employers invited to provide AI Apprenticeship Training
Ministry of Education Eastern Region vide Notice No. BOPT/DT/2025 invited all registered establishments under the NATS to provide AI Apprenticeship training and requesting inputs.

Andhra Pradesh
seeking objection and suggestions from stakeholders on amendment under Factories Act, 1948
The Government of Andhra Pradesh vide G.O.Ms.No.3 proposes an amendment to the Andhra Pradesh Factories Rules, 1950, under section 112 of the Andhra Pradesh Factories Act, 1948. The amendment, which will be considered after 45 days from its publication, revises the qualifications for the appointment of Welfare Officers, including a degree, a relevant postgraduate qualification, and knowledge of Telugu. Objections or suggestions can be submitted to the Commissioner of Labour, Andhra Pradesh.
Gujarat
Special Allowance notification under CLRA Act
The Government of Gujarat vide circular. No - Sr.A.6/T.3/260/2025 stated that Contractors under the Contract Labor (Regulation and Abolition) Act, 1970, must pay minimum wages for scheduled occupations as per the Minimum Wages Act, 1948. For non-scheduled occupations, wages will be determined by this circular. Subsistence allowances must also be provided as notified.
Karnataka
Draft Notification on Minimum Wages in Karnataka
Government of Karnataka vide Notification No.KE/11-Apr-2025, notified the minimum wages in certain establishments starting from INR 25000 to INR 35000. Further, new employments proposed to be included are notified which include non-teaching staff in private schools/colleges, religious institutions like Iskcon/Arya Samaj, e-commerce, courier etc.
Amendment in Karnataka Tax On Profession, Trades, Callings And Employments
The Government of Karnataka vide notification. No - DPAL 08 SHASANA 2025 stated the amendment that effective from April 1, 2025, revises the tax schedule. The new rates are Rs. 200 per month, except for February, which is Rs. 300.
High Court Orders No Coercive Steps against Bengaluru Hotels Association & Others subject to Paying Gratuity Insurance Premium To Employees who have completed 5 years service
The Karnataka High Court, in an interim order - WP 9358/2024, directed the state government not to take coercive measures till June 3 against Bruhat Bengaluru Hotels Association and other petitioners for not paying Gratuity Insurance Premium under State Compulsory Gratuity Insurance Rules, if they pay insurance payable to employees who have completed five years of service.
Kerala
Women employment during the night shift under factories act
The Government of Kerala vide G.O.(P)No.19/2025/LBR has revised the working hours for women in certain factories to 6 a.m. to 10 p.m., with conditions including no work between 10 p.m. and 5 a.m., separate dormitories, and free transport with security for late shifts. Compliance with the Factories Act, 1948, and ensuring women's safety and dignity are mandatory. The exemption can be revoked or modified by the government at any time.
Maharashtra
Draft Amendment of Maharashtra Private Security Guards Act
Maharashtra Government vide Gazette Notification dated 19-Mar-2025, introduced amendment to the Maharashtra Private Security Guards Act inter-alia, increasing the age of child from 14 to 18, inclusion of principal employer related compliance, and replacing Bombay Shps Act with Maharashtra Shops Act in the definition of an establishment.
Meghalaya
Ease of Doing business under various labour laws
The Government of Meghalaya vide notification No. LE&SD.39/14/Pt/531stated that To prioritize Ease of Doing Business, the Government of Meghalaya mandates online submission of all applications for registration/renewal under labour laws through the Invest Meghalaya Portal, eliminating the need for hard copies. This aims to simplify business regulations and enhance transparency and accountability.
Tripura
Amendment in shops and establishments act
The Government of Tripura vide notification no. F. 8 (4) -Law /Leg-I/ 2025 regulates working hours for young persons and women in shops and establishments. Women cannot work between 8 p.m. and 6 a.m. without written consent and adequate provisions for safety and dignity. The amendment aims to comply with the Ease of Doing Business initiative.
