Regional offices are directed to analyse such cases and ensure removal of non-insurable employees from MC records in consultation with employers.

Notification of the Employees Provident Funds (Amendment) Scheme, 2025
The Ministry of Labour Employment Vide G.S.R. 749 ( E ), has released Notification of the Employees Provident Funds (Amendment) Scheme, 2025. effective from 1st November 2025 to 30th April 2026, under the Employees’ Enrolment Campaign. Employers can declare eligible employees who joined between July 2017 and October 2025 and were not previously enrolled, with relaxed compliance and limited penalties. Participation requires face-authenticated UAN creation, online declaration, and contribution payment via EPFO portal.
Notification of the Employees’ Pension (Amendment) Scheme, 2025
The Ministry of Labour and Employment Vide G.S.R. 791 (E), has released Notification of the Employees’ Pension (Amendment) Scheme, 2025. A new provision, paragraph 43C, is added to address special conditions applicable to employees declared under the Employees' Enrolment Campaign, 2025.
Notification under Employees Provident Funds and Miscellaneous Provisions Act, 1952
The Ministry of Labour and Employment Vide S.O. 4921 (E), has released Notification under Employees Provident Funds and Miscellaneous Provisions Act, 1952. hereby authorizes the officers listed in Column (2) of the Schedule below to impose and recover penalties in the form of damages from employers, as per the provisions of the said Act.
This authorization applies to the respective jurisdictions specified in Column (3) of the Schedule, in relation to factories and establishments covered under the Act.

The Government of Kerala Vide No.B2/161/2025/LBR, has released Draft notification of the Kerala Factories (Amendment) Rules, 2025. inviting objections or suggestions within 45 days from the date of this notification. These draft rules propose the insertion of a new “Safety Audit” requirement, mandating internal and external audits for factories handling hazardous processes or employing 100 or more workers. These include written consent, safety measures such as GPS-enabled transport, CCTV surveillance, crèche facilities, and compliance with workplace harassment laws. Factory occupiers must submit a self-certification confirming adherence to all provisions, and any deviation will be treated as a violation.

Inspection frequencies vary by risk category—annually for very high-risk, biennially for high-risk, and every 3–5 years for medium/low-risk units—with reports to be submitted online within 48 hours. This reform aims to boost compliance, reduce administrative delays, and enhance worker health and safety.
Notification of the Goa Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2025

Karnataka Introduces Paid Menstrual Leave Across All Sectors
Karnataka became the first Indian state to approve 12 paid menstrual leave days annually for women across public and private sectors, including IT, garment, and MNCs. The policy, benefiting around 50 lakh women, includes penalties of up to ₹5,000 for employers who deny leave or discriminate. Labour Minister Santosh Lad called it a progressive and humane law, responding to monthly health challenges faced by women. Govt Considers Raising EPF Wage Ceiling to ₹25,000
The Indian government is evaluating a proposal to raise the wage ceiling from ₹15,000 to ₹25,000 per month, potentially bringing nearly 1 crore more workers under mandatory social security coverage. EPFO Announces Major Reforms to Simplify Withdrawals and Boost Member Services
The Employees’ Provident Fund Organisation (EPFO), under the Central Board of Trustees chaired by Dr. Mansukh Mandaviya, has approved key reforms to enhance member benefits. These include simplified partial withdrawal rules allowing up to 100% of eligible EPF balances, increased withdrawal limits for education and marriage, and reduced service requirements.
