Chandigarh - The Government of Chandigarh Vide. Notification No – ST/(CPI)/2025-26/3376 has issued notification regarding revision of minimum wages for scheduled employments with effect from 1st April 2025.
Bihar - The Government of Bihar Vide. Notification No – S.O.169 has issued notification regarding revision of minimum wages for scheduled employments with effect from 1st october 2025.
Uttar Pradesh - The Government of Uttar Pradesh Vide. Notification No – 386 -(MW)/15 has issued notification regarding revision of minimum wages for scheduled employments with effect from 1st October 2025.
Central - The Ministry of Labour and Employment Vide File No. 1/6(1)/2025-LS-II, has released Order regarding revision of VDA for scheduled employment w.e.f 01st Oct 2025 (Central Minimum wages).
ESI
ESIC announces the kick-starting of outreach activities for Amnesty Scheme 2025
The Employees’ State Insurance Corporation (ESIC) announced kickstarting the Amnesty Scheme 2025, effective from 1st October 2025 to 30th September 2026, to resolve long-pending legal disputes under the ESI Act. The scheme offers employers a structured, out-of-court settlement process to reduce litigation and promote compliance, covering cases filed up to 31st March 2025.

The Employees State Insurance vide No. P-11/12/Agenda/06/2016-RevenueII, has released Circular regarding SPREE Mobile App to Capture the Data of Employers during the visits in SPREE period by all officials who are visiting to field units (employers) to promote SPREE 2025.
EPFO
Circular on Part Payment of PF final Settlements
The Employees Provident Fund Organisation Vide No: WSU/Claim processing/2025/e-1173371/36 has directed field offices to process part payments of PF final settlement claims instead of rejecting them due to issues like short/non-remittance of contributions or pending account transfers. Once full contributions or transfer amounts are received, the remaining balance must be paid promptly to avoid financial hardship for members.
Circular on Simplification of Transfers Claims - Transfer Certificate in Annexure ‘K’ now made available in Member Portal
The Employees Provident Fund Organisation Vide No: WSU/TransferClaimPt1/E-1163369/2025-26/33, has issued a circular simplifying the PF transfer process by making the Transfer Certificate in Annexure K directly downloadable from the Member Portal. This certificate includes a member’s PF balance, interest, service history, and employment details, and its online availability enhances transparency, reduces manual delays, and helps resolve transfer-related grievances efficiently.

The Employees Provident Fund Organisation Vide Circular No.Compliance/ECR Revamp/ECR Revamp/2025/12997, has released Circular regarding Launch of the revamped Electronic Challan-cum-Return (ECR) for wage month September 2025 onwards. Revamped EPFO ECR system separates the submission of employee wage details from payment, allowing smoother workflow and better data accuracy. It introduces automated validations, penalty calculations, and revision options, while retaining the existing file format for compatibility with payroll systems.
Central
Scope of Social Security to Expand with SPREE-2025 and AMNESTY Scheme
The Ministry of Skill Development and Entrepreneurship, through a PIB notification, highlighted the progress of the National Apprenticeship Promotion Scheme (NAPS-2), which has engaged over 3.99 lakh apprentices in FY 2025–26 so far. Key reforms include a proposed 36% stipend hike, integration of degree programs with apprenticeships, and expansion into emerging sectors like IT, biotech, and renewable energy. The scheme aims to bridge India’s skill gap and enhance employability by offering apprenticeship opportunities across 49 sectors nationwide.
MoSPI Invites Feedback on Draft National Industrial Classification (NIC) – 2025
The Ministry of Statistics and Programme Implementation (MoSPI) has released the draft National Industrial Classification (NIC)-2025, updating the NIC-2008 to reflect structural and technological changes in the Indian economy. This revision aligns with the International Standard Industrial Classification (ISIC) Revision 5, expanding sub-classes from 1304 to around 1900 to better capture emerging sectors like fintech, renewable energy, AYUSH, and the digital economy. MoSPI is inviting public feedback on the draft to ensure it remains relevant and user-friendly for diverse stakeholders.
Amendment of Apprenticeship Rules
The Apprenticeship (Amendment) Rules, 2025 via notification no. MSDE-1/3/2024-AT, notified by the Ministry of Skill Development & Entrepreneurship, introduce key reforms including the formal definition of “degree apprenticeship” and updated eligibility criteria requiring approval for engagement post-final exams. The rules mandate reservation of training places for persons with benchmark disabilities, allow a maximum of two apprenticeships per person (with a one-year gap between them), and revise the minimum monthly stipend—ranging from ₹6,800 for Class 5–9 pass-outs to ₹12,300 for graduate apprentices. Additionally, institutions now play a direct role in contract compliance and monitoring, and training may be delivered via online or blended modes within regulated hours.
Notification under Apprentice Act, 1961
The Ministry of Skill Development and Entrepreneurship vide S.O. 4072 ( E ), has issued Notification under Apprentice Act, 1961. has specified the application of the Apprentices Act, 1961 to certain groups of industries. This move aims to expand the scope of apprenticeship training and ensure better alignment with industry needs. It complements recent amendments to the Apprenticeship Rules, 1992, which include updated definitions, enhanced education standards, and new criteria for training placements.

Kerala
Notification to include the employment in Paint Manufacturing Industries to Part I of the schedule to the Minimum Wages Act, 1948
The Government of Kerala vide notification no. LBRD-E1/10/2024-LBRD has proposed to fix minimum wages for workers in the Paint Manufacturing Industries, which were previously not covered under the Minimum Wages Act, 1948.Public objections or suggestions regarding this proposal can be submitted within three months from the notification date (3rd September 2025) to the Special Secretary, Labour and Skills (E) Department, Thiruvananthapuram.
Notification to include the employment in Warehouses Godowns and Container Freight Stations to Part I of the schedule to the Minimum Wages Act, 1948
The Government of Kerala vide notification no. Notification under ISMW Act, 1979 in Meghalaya
The Government of Meghalya vide No.LE&SD.50/2014, has issued Notification under ISMW Act, 1979 to appoint officers as Registering Officers and Licensing Authorities for regulating inter-state migrant workmen. These officers are responsible for issuing registrations and licenses, ensuring compliance with welfare provisions, and monitoring contractors and establishments. Draft notification of the Karnataka Shops and Commercial Establishments (Amendment) Rules, 2025

The Government of Telangana Vide G.O.Rt.No.383, has exempted all shops and establishments employing up to 10 employees from most provisions of the Telangana Shops and Establishments Act, 1988, to reduce compliance burden and support MSMEs. However, key provisions related to registration, working hours, holidays, maternity leave, wages, termination, and grievance redressal will still apply. This move aligns with the Centre’s deregulation initiative and aims to improve ease of doing business in the state.
